An offline conversion import sends sales or outcomes that happened off the website, such as a phone sale, back to the ad platform. It uses a click ID saved with the lead.
Google uses a Google Click ID (GCLID) for this. It lets bidding learn which enquiries became customers, not just which became form fills.
